Resetting settings doesn't do anything. A full reset seemed to solve the problem, but after 10 minutes of use it reappeared. I flashed it through iTunes from the file cleanly and did not restore the backup. At first everything was fine, but I installed a couple of applications and it all started again.
What could it be?

As a result, technical support asked a bunch of questions, but did not give any sensible advice, except for what I had already done myself. But the “almighty” Twitter solved the problem. It turns out I'm not the only one who encountered this bug.
